Yes, a clerk can approve registered bidders in the clerking panel.
In the clerking panel, you will see a list of bidders on the right-hand side. If you have manual approval turned on in your terms and conditions, you will need to manually approve these bidders, which can be done both in the admin portal and in the clerking panel.
In the clerking panel, click the plus sign button next to the bidder's name.
